Save ALL pursued the case after a certain Acemark O. Bernal posted last July 1 on the Facebook page of Beyond Dog Ownership (BDO) the video he took of a cream dog being put out repeatedly outside a moving owner-type jeep by someone in the passenger seat.
The hapless dog dangled, walked and ran to keep pace with the moving vehicle. The reporter, who noted that there were at least three people in the vehicle, claimed that the dog endured such abuse more than 10 times.
Based on the vehicle's license plate, the offender was soon located in their house. She turned out to be a 12-year-old girl.
Accompanied by her family, the girl reportedly appeared before the barangay officials to apologize for what they did. The city veterinarian accepted the apology and decided to no longer pursue a case against them.
But the online public who saw the video was harder to appease and many left scathing remarks against the purported dog abuser.
An update from Save ALL said they were promised by the mayor's daughter that they will be given a copy of the barangay and veterinarian reports and will be updated of actions to be taken by the Office of the Mayor.
As for the offender being a minor, Save ALL maintains that there is a law punishing minors who break the law.
“We also noted that the driver could not have been a minor since under Philippine law, a person is issued a driver's license only when he/she has reached the age of maturity which is 18 years old. This person, considered an adult, could have stopped the alleged minor from putting the dog out the window while the vehicle was moving after the first time he/she did it. We also noted that there was another person in the vehicle beside the alleged minor,” Save ALL statement reads.
As of writing, the online petition has gathered 1,542 supporters out of the 2,500 it needs. -- MetroPets
